Do we foresee any different outcome for this program as compared to the cash for clunkers program? Only time will tell, but if the CARS program was any indication, the deadline will probably drift off with nearly a whimper, no matter how much lobbying is being done and how well the program is appearing to work.
First, let's look at what the deadline really means as compared to the experience from the Cash for Clunkers program. The deadline for the CARS program was a Monday night. This meant that prospective buyers could have shown up at a dealership on Monday afternoon or evening and driven away with a new car that night and still qualified for the program. This is not the case for the 2009 First Time Home Buyer Credit program. To qualify, the purchaser must buy the home and complete the settlement for the property prior to November 30th 2009. Most have not thought through the ramification of this deadline. In most purchase transactions, the time that it takes from the time that a buyer and seller agree on a contract and the time of settlement can run 30 to 45 days. This means that in order for a purchaser to settle by the deadline, they must be under contract with a property by October 15th to October 30th and hope that nothing comes up in the mortgage process or appraisal review period.
This eliminates the "last minute or last weekend" shopping that occurred during the cash for clunkers program.
